About 337 infrastructure projects in the 1st District of Davao del Norte were among those vetoed by President Rodrigo Duterte in the 2019 General Appropriations Act.
In a Rappler report (https://www.scribd.com/document/410962288/Vetoed-DPWH-Funds-Under-2019-National-Budget?secret_password=VnDKuL1FQVTHCMe2Q1Ey#fullscreen&from_embed), it listed the 1st District of Davao City under then Representative now Cabinet Secretary Karlo Nograles as being the biggest benefactor of the vetoed budget insertions worth P7.4 billion.
Followed by Agusan del Norte Rep. Lawrence Fortun with P5.9B, Davao Occidental Rep. Lorna Bautista-Bandigan with P4.5B and Davao del Norte 1st Dist. Rep. Pantaleon Alvarez with P4.4B.
President Duterte vetoed P95 billion from the P3.662 trillion 2019GAA after the Senate branded them as “insertions” and are in violation of the Constitution.
“Allow me to take this opportunity to emphasize that the hard-earned money of the people must be used to improve the condition of our country and their overall welfare. I have said this before and I will say it again – I will not tolerate corruption in my Administration. Our positions should never be used for personal gain; otherwise, we are not worthy of the offices we hold. As public officials, we must honor our offices and the Filipino people whom we serve,” Duterte said.
