Lianga, Surigao del Sur – The Military will provide assistance and security to the Local Government Unit (LGU) of Lianga, Surigao del Sur after they established an Incident Command Post (ICS) and Assistance Desk at the temporary evacuation center at Brgy Diatagon Gymnasium on 18 July 2018 where 266 families or 1483 individuals stayed after they left their homes and livelihoods on July 17, 2018.
BGen Andres C Centino, Commander of 401st Brigade emphasize the major role of the police and military as members of the MDRRMC is to ensure the security and safety of the evacuees.
“We would like to inform everybody that our presence at the evacuation center is to ensure the security and safety of the evacuees and to see to it that their rights are respected and protected” BGen Centino explained.
The evacuees who were allegedly instigated by Malahutayong Pakigbisog Alang sa Sumusunod (MAPASU) leaders Chairperson Imelda Belandres and Vice Chairperson Leonila Enriquez came from the surrounding sitios of Andap Valley, Complex, Bgy Diatogon, Agusan Sur a known area where CPP-NPA held their anniversary celebrations in the past. Sitios Magkahunao, Yadawan, New Kabulohan and Old Kabulohan of Barangay Buhisan, San Agustin and Sitios Simowao, Emerald, Han-ayan, Man-luy-a, KM14, Decoy, Mike, KM16 and Panukmuan of Brgy Diatagon, Agusan del Sur.
Last November 2017, troops of 75IB seized the largest CPP-NPA camp in Andap Valley and hundreds of improvised explosive devices (IEDs) were seized by the government troops.
In a briefing made by Ms. Marelyn Layno, Municipal Disaster Risk Reduction and Management Officer of Lianga to the military, the ICP and Assistance Desk aims to provide a timely and more responsive management of the evacuees especially on the management of relief goods and to ensure the security of the evacuees. It is composed of members of the Municipal Disaster Risk Reduction and Management Council personally supervised by Vice Mayor of Lianga, Hon. Carlos Bala-an.
Accordingly all relief goods from other government agencies including donations from civil society organizations or individuals shall be course through the ICP for recording, monitoring and distribution to the beneficiaries. This is to ensure that all relief goods are documented and all beneficiaries will receive appropriate assistance.

Around 1,600 Manobo lumads from 15 communities in municipalities of San Agustin and Lianga, Surigao del Sur allegedly evacuated in protest of the occupation of the 75th Infantry Battalion in their communities for over a month.
Lumads said soldiers have threatened their leaders, made sexual threats to women and harassed Lumad school teachers.
Some 568 students and 48 teachers from eight community schools of TRIFPSS and ALCADEV are among the evacuees.
